svnadmin/conf/mentor: kevans graduates (ports)

Under koobs/bapt mentorship, I have completed a variety of commits and
socialization with other ports committers, including (but not limited
to):

- Sweeping the ports tree for future regex compliance issues
- VuXML entry for new CVEs
- Many merges back to quarterly branches
- More delicate surgery to bring in the new version of qemu-user-static
- Satisfying https://wiki.freebsd.org/KubilayKocak/MentoringChecklist

After discussing with koobs, we believe that I'm safe to fly.

*Note #1: I'd like to run you through a period of light but consistent issue triage, so that you're explicitly across all the existing and current/defacto processes in that area. It doesn't need to be an every day thing

Note #2: I've changed the terminology of the commit summary from 'release' to 'graduate' because im not particularly a fan of the 'punishment' and 'release' aspects of mentorship.

Note #3: Note #2 has nothing to do with the current 'renaming thread' or issue, and only stems from my desire to see mentorship as a pleasant thing that we want to do more of (rather than say a burdensome thing).
