New port: lang/vlang: Simple, fast, safe, compiled language

The future maintainer of this port should make sure that do-test passes and
that the port builds just fine in poudriere.

Integrate changes from D22010.

The tests are still broken. On amd64 they are not supported and on i386 they just error out at some point without any comment.
