rS280221: Update ucom(4) with information about the new PPS capture abilities.
Summary

The ucom driver now supports the PPS timing interface. Mention that and document the sysctl values that control the capture mode.

Also remove a stale sentence left over from the NetBSD import which doesn't apply to FreeBSD.
