Differential D19291

Since the compatibility code for FreeBSD < 11.2 was removed, we can unconditionally omit objcopy in base/binutils.

Summary

In r483807, the compatibility check for building packages for pre 11.2 was removed. Move objcopy to the main BUREMOVE and remove the conditional inclusion in the plist.
