rP476000: math/blis: update to 0.4.0
Summary

this release incorporates the changes needed for us previously only available through a snapshot. It also allows us to drop some install hacks and brings general improvements.

Switch to llvm6 as the compiler.

Test Plan

poudriere on CURRENT amd64, i386; 10.4 amd64, i386; 11.1 amd64
