rS336841: Fix `make distribute' installing some configs which means CONFS was broken
Summary

This prevents installconfig from installing config files, and so they get
installed via the install target which breaks etcupdate and mergemaster.

Oh, and I do a separate commit to fix the white space indentation after removing these lines as to make it easier to separate the two changes.
