Rename ifconfig's option rxhwtsmp to rxhwtstmp for matching the name of corresponding flag

Summary

The name of rxhwtsmp option that was recently added doesn't match to name of bit-flag that is printed by ifconfig command. This creates a confusion. I think it is not too late to rename the option.

You can silently keep the old commands around as well, but I do not insist.
