Summary

Based on PR 222165 i created a list of all 144 pecl-ports and test, whether the build against 5.6, 7.0, 7.1 or 7.2

I found various fallout for 7.1 and of course 7.2.

Attached a patch to set IGNORE_WITH_PHP.

Since it touches 83 ports with various maintainer i want to ask portmgr for approval.
