rD51079: Update the process of creating new Wiki accounts in Committer's Guide Section 6.

Summary

Committer's Guide: Section 6.1.7

It is misleading to let new committers "contact <clusteradm@FreeBSD.org> to obtain one" instead of following the instructions on the AboutWiki page, registering on the Wiki login page, and contacting clusteradm@ if there is trouble.
