if you override KDE_FRAMEKWORS_VERSION instead of PORTVERSION the distfile would land in frameworks/5.38.1 -- which might be less confusing.
also note, that the change between 5.38.0 and 5.38.1 is only needed if you want to use plasma5-khotkeys, which is not in ports yet.

apart form these little nitpicks also lgtm :)
