pkgbase: Stop threating rc files as config files

rc scripts arent configuration files so use FILES instead of CONFS.
While here put rc scripts into related package (sendmail in the FreeBSD-sendmail
package, wpa_supplicant in the FreeBSD-wpa etc ...)
