MFC r346320:

pf tests: Try to provoke the panic with invalid DIOCRSETTFLAGS

There was an issue with copyin() on DIOCRSETTFLAGS, which would panic if
pfrio_buffer was NULL.
Test for the issue fixed in r346319.
