git-blame-ignore-revs: OptionalObsoleteFiles.inc sorting commits

Add sorting commits. This causes (suitably configured) git blame to
ignore the moving of blocks, correcting the associated commit for ~300
lines.

Hashes are updated to match MFC commits.
