rP567494: Clean up devel/please

Summary

Drop the custom stuff in favor of just using GO_TARGET. release_signer was built but never installed. I've preemptively added it but it claims to be an internal tool only, so maybe it shouldn't be packaged.

Test Plan

Poudriere builds on 12.2 and 13.0 were fine.
