rP476828: www/py-graphite-api: join wordwrapped rc.d script

Summary

during commits the rc.d script got word wrapped and simply
doesn't work as intended. Needs to be fixed in quarterly as well.

poudriere fine on 11.2R amd64 & the actual fix now correctly re-creates the logdir if not already present
