rS279248: Unconditionally install debug directory hierarchy
Summary

This supports e.g. cd /usr/src/bin/ls && make all install clean with WITH_DEBUG_FILES=t

It is prompted by D1006 (which will be rebased and retested), but seems like an independent change that can go in now.
