Besides the version change, this patch contains the fix of the warning left out by the previous correction for missing timingsafe_memcmp(3) (#include <osreldate.h>).

Abandoning, because it unexpectedly fails in runtime (this never happened before with Tor releases).
Will troubleshoot with the upstream, and will resubmit once this is resolved.
