rP453980: Add u-boot port for Sopine/Pine64-LTS
Summary

sopine is a Pine64 System on Module.
Configuration is a bit different than the pine64 so add a port for it.
It is also used for booting on the Pine64 LTS.

Update pkg-descr so it says that it's for sopine/pine64-lts

Should we hoist it up into u-boot-master since every A64 SoC will have this issue?

Some patch might be needed for u-boot to do that.
I'll have a look at this and do some stuff for 2017.11
