Summary

Now that the driver's SR-IOV implementation is complete, during
attach register the device as being SR-IOV capable. This will
cause the SR-IOV infrastructure to create the device node in
/dev/iov used to configure SR-IOV on this device, making it
possible for the administrator to enable SR-IOV.
