rS326109: bhnd(4): Add a basic ChipCommon GPIO driver sufficient to support bwn(4)

Summary

This adds a basic ChipCommon GPIO driver, sufficient to support bwn(4).

The driver is functional on both Wi-Fi adapters and SoCs, but does not
include support for extended features not required for bwn(4), including
interrupt handling.

Test Plan

Tested against bcma(4) and siba(4) MIPS targets.

Tested against bwn(4) PCIe devices (using the in-development bhnd compatibility shims).
