It could be nice to, maybe, make it a bit more explicit, like, is there a license file, then put it in there, and maybe describe in a line or two what is or is not allowed.

How does that look? The license is really unclear. I don't want to waste time on figuring out what's up exactly simply because the author made a poor communication job.

Actually putting in license terms is certainly preferable, but in lieu of that setting LICENSE to NONE seems reasonable.
