XIVE native mode avoids the need of making hypercalls for interrupt
handling, which should improve performance on high-interrupt workloads.

To support this, split the PowerNV XIVE driver into a base driver and
powernv-specific subclass driver similar to the OpenPIC driver, and add
a new xive KOBJ interface.
