R9:31179643a9d6: 15.x relnotes: note stable MAC address changes

Summary

src 604d34c23f77 was tagged for relnotes, but we indavertently missed
it. Rectify the mistake now and note it in both 15.0/15.1 relnotes,
because 15.1 is a very attractive upgrade target right now and it'd be
nice if we didn't bury it just back in the 15.0 release notes.

we should consider finding a standard syntax like a prefix or something when theres a breaking change like Note: or maybe using asciidoctor warning boxes or something?

Warning boxes are very nice, much useful. The prefix is also OK, though I'd want it to be bolded or some other stylistic choice and it'd maybe be nice if we have markup for that.
