Is this list including the lurkers or they are all full srcmgr?
Asking because this is not sync'd with https://www.freebsd.org/administration/#t-srcmgr

Yes, this includes lurkers. I'm not sure if that's "right" though? I think the portmgr entry does not have lurkers, but I'm not sure.

I also think so. I don't have strong opinions but my preference would be making it explicitly is better. I also recommend that listing the lurkers in the administration page, with annotation like (lurker) so that they can receive the respect but no blaming (hopefully)
