Summary

Added "-M" boot option (and "boot_mutemsgs" tunable) to mute boot
messages after the banner is displayed. Also display a message to
indicate we are muting boot messages.

This is favorable for embedded systems, as one can see that the
kernel booted, but avoid seeing all the probe messages that can
take significant time when using serial console.

Unmute the console if we panic.
