Summary

The Emulex OneConnect NIC driver hasn't seen any commits other than ioctl
bug fixes (some severe) and sweeping commits since 2016. There is no
indication of new parts since 2014 or earlier. As such, deprecate the
driver with the aim of removing it prior to FreeBSD 15.

Activity on discord by "Vince (darkain)" for FreeBSD kernel is reporting the following still use hardware this driver supports: PowerEdge servers.
'its literally the mezzanine NIC common in Dell PowerEdge servers'

Also: 'there is a good number of users of these NICs in the OPNsense and pfSense communities too... because they're cheap, and they "just work"'

Also: 'the NICs are super SUPER common on eBay'

(I do not claim to have context about such myself.)
