devel/llvm-devel: Update to a new snapshot

This is the first snapshot of the LLVM 16 development branch. Since 16
is a popular number to put in file names, some reshuffling of plist
generation was required to avoid things like "16bits" becoming
%%LLVM_MAJOR%%bits".
