rP436065: Update to 1.1.0

Summary

Update to 1.1.0

- Update the sample configuration to add ISSUE_INDEXER_PATH in the new
  [indexer] section.  While here, alphabetize sections and variables
  so future updates are easier to diff.  Also merge duplicate section
  [session].
