Update devel/abi-compliance-checker to the github snapshot

Summary

This patch updates the port to the latest snapshot from github and packages the required utilities into the same package.

My initial attempt was edited by ehaupt, after which I did some runtime debugging to ensure that the result is usable.

Passes builds/install on:

10.3-RELEASE-p16 amd64
10.3-RELEASE-p16 i386
11.0-RELEASE-p7 amd64
11.0-RELEASE-p7 i386
