Update sysutils/kshutdown-kde4 to 4.0

Summary

• Update to 4.0
• Define the LICENSE
• Make qa.sh happy by adding some Qt and KDE dependencies

Use the upstreamed patch by rakuco@ [1]. Further make sure, that we are building
the KDE4 version by also passing KS_PURE_QT=FALSE.
