nscd: handle large IO requests

Summary

nscd has a separate pathway for handling large responses, both setting and getting. The code that is currently there is a combination of commented out AND not working. The effect of this is that if you use nscd with large requests it will not work, and it will timeout. Things that require functionality such as 'getent' on a database type (like passwd) just won't work. ever. This is used in a number of graphical login shells.
