Summary

I am the maintainer of mandoc in base, and have developed a good
relationship with upstream. This port is useless now since it has
been so long since a release that base has switched to snapshots,
but upstream is intending to make a release this year. At that time,
I will change this port to snapshot and base to the supported release.
