R11:b091d1710d77: textproc/mandoc: Take maintainership

Summary

I am the maintainer of mandoc in base, and have developed a good
relationship with upstream. This port is useless now since it has
been so long since a release that base has switched to snapshots,
but upstream is intending to make a release this year. At that time,
I will change this port to snapshot and base to the supported release.

it is not useless at all, it is in particular very useful for anyone who wants to setup the web frontend and more.
