Summary

The initial load of the relnotes.
I included the table of the content (the same as in 14.4R relnotes) and NFS and ZFS sections in the Storage part (the same as in 14.2R).
This time I publish it earlier, most of the entries were reviewed before releng/15.1 created.
I can publish this page to view it on site.

This time I removed some entries with Renotes: yes line or listed in RELNOTES, if they do not have user visible changes or fixed the bugs, that did not apear in any release versions (appeared and fixed in stable/15).

Not sure about the snapshot wording, but that's similar to what we've done in the past.
