Summary

This Article was written long before Phabricator and Pull Requests were accepted ways to submit change requests or bug issues to FreeBSD.

As a first step to bringing it up to date, disambiguate the "PR" term, and spell it out as "Bugzilla Problem Request".

There are many more problems here to be solved.

Can we say:

Learn about {freebsd-bugs}[changes or problems that have already been proposed].

And then change the freebsd-bugs macro to point to bugzilla instead of the mailing list?

I think this is a great spot to have the link for them.

Actually ... I now think we should commit the original, so as not to block the other work in this review.

The whole Article needs a great deal more polish.
