In addition to the various inline comments I made, we require reports to put one sentence per line. I can do it and also make the other fixes at merge time if you prefer.

I suggest making the title clearer. If I understand correctly, wutil is a brand new software, so nobody still knows it. Let us describe it shortly right in the title

We have special macros for citing packages and manual pages. Citing manual pages the first time the software is cited is enough

We usually avoid the use of contractions

I believe it is better to avoid 0v0 and ^_^: we want our reports to be a bit more formal (not too much, we still allow a friendly language) and, most importantly, we risk to have problems with the various formats our reports might be published in (consider future and yet unknown formts too: we might want to change).
