R9:6ba4fe6f0bc7: fix anchors in EN adoc

Summary

Patch fixes incorrect links due to wrong names in anchors.
Also it fixes anchors in books/porters-handbook/makefiles, that have correct names,
but wrong location in asciidoc , that prevents generation of anchor in HTML, pdf (and epub in future)
file.
These incorrect link affect also translations to other languages.
