Summary

I didn't add this originally since many jails don't require devd, but
it's very small (~90kB) and has no dependencies other than clibs and
runtime, so we may as well include it for parity between minimal and
minimal-jail.

While here, improve the package description.

add a copyright header to the ucl

the package description comes from devd.8 and is certainly subject to copyright,
so also copy the copyright header. i intend to fix this for all the UCLs soon.
