Summary

Create the skeleton for the 13.3 release notes, starting with the 13.2
version. Keep the updating section (although there is one PowerPC note
that may or may not apply) and the i386 CPU change that was noted in
13.2.

51–52	Good question. This is in the standard boilerplate in various releases. I was undecided as to whether it should be corrected or deleted. It didn't make sense for 13.2 either. However, I plan for the XXX comments to be addressed before this is pushed.

Remove PowerPC updating note (probably no longer applies);
correct sentence about "new in this release unless marked MERGED";
remove section about i386 CPUTYPE.
