Summary

Upp needs to be updated to a more recent version.

I cant find the maintainer in phabricator so I reuse the ones involved last time this port needed some updates.

^ this is in the worng place in the makefile

You can for example use portftm from ports-mgmt/portfmt to fix it, and portclippy from the same port to tell you that :)

Fixed the position of HAS_CONFIGURE & other stuffs suggested by portclippy/portfmt. Fix USE_XORG aswell.
