R9:96d6c43f19c2: platforms: drop 12.x, remove unsupported platforms
Summary
With the EOL of FreeBSD 12.x, no supported branch supports 32-bit
ARMv4/v5 (arm) or 64-bit SPARCv9 (sparc64).

Add to Unsupported Platforms list at bottom of page.
Will rebase after @jhb's D42676 lands, to remove the 12.x column.
