This ticks all my boxes:
(1) It's small
(2) It's needed to boot (since you might need the /dev entries it produces to mount root)
(3) the loader doesn't automatically load this for you

If any of those change, then we can reevaluate.

Also, i386 also has a MINIMAL, so maybe we should include it there for all these same reasons?
