devel/pkgconf: Update to 1.9.3

Summary

Before this update, pkgconf could take several minutes to return output
and the result could be many thousands of repeating flags. See PR
265542 for details.

I poudriere tested in i386/amd64 12/13 and 14adm64 CURRENT jails. An exp run is probably warranted.

@bapt, if we proceed, http://files.etoilebsd.net/pkgconf/ would need the distfile. In a moment I will update PR 265542 with more details describing the problem with versions prior to 1.9

Having a quick look at other repos I did notice that Alpine also have this patch unfortunately there doesn't seem to much of of a history about this patch.

1.9.3 was not a stable release, now that 2.x is out and is in the tree this review is not needed anymore.
