rS284891: Use correct flag in iovctl_start().
Summary

/etc/rc.d/iovctl invokes iovctl with -E, a non-existent
option. I believe it should be using -C instead.

Test Plan

I am successfully using this patch to create VFs via a
config file at boot time.
