Summary

Remove pkg package after the VM_EXTRA_PACKAGES have been installed.
This prevents the already bootstraped pkg in the image cannot handle
the latest remote repository metadata format. More details available at:

https://lists.freebsd.org/pipermail/freebsd-cloud/2020-April/000234.html

This is how EC2 and Azure (D23804) deal with this issue.
