Caprice32 is an Amdstrad computers emulator core for libretro compatible emulators, such as retroarch.
New port for libretro API

libretro meta port will be updated in another review.

Test Plan

poudriere (11/12/HEAD i386/amd64, HEAD aarch64)
portlint (looks fine.)
