Summary

Tweak the Tier policy and wording slightly to match current reality.

Also, move ia64 to Tier 4 status starting in FreeBSD 11. Keep it in
the Tier 2 status category until FreeBSD 10 ages out of support.

Consistently use Toolchain maintainers (plural) and adjust surrounding
verbs, etc to match.

This is fair; "may have some support" is completely ambiguous. "Basic" is still somewhat so, but at least implies that there must be some level of support.

I think this is a fair statement for arm64, but may be too specific.

I wonder if we should remove the Perforce mention here, or make a general reference to repos other than SVN HEAD. It could be a SVN projects branch, perforce, git mirror, hg mirror, etc.
