rS357184: multi-boot for openstack/qcow images

Summary

The QEMU folks suggested these sorts of changes too late to make it
into 12.1R, and I've dropped them on the ground until now. They add a serial port to the mix to make it easier to interact with FreeBSD early in boot. Linux images they use do this by default.
