Summary

www/quark: Add LOCAL/0mp to MASTER_SITES

- LOCAL/0mp should be used instead of a custom directory on the Freefall
  server. I am going to support both locations for the time being as LOCAL/0mp
  does not work for me (even after many weeks of waiting).
- Update the maintainer's target (used to update distfiles) to use
  git-archive(1) instead of tar(1).
- Pet linters.

6	If this does not work for you, you should probably file a bug. I see nothing wrong here or on freefall. It really should just work.
52	You can drop NO_WRKSUBDIR again if you generate the archive with `--prefix=${PKGNAME}/`
