rP510095: audio/flac: fix build on powerpc64

Summary

FreeBSD doesn't support getauxval(), it has elf_aux_info() instead. Use this to fix build on powerpc64.

One more fix is necessary.

Per maintainer request, disable VSX.

The cpu.c part is still necessary, otherwise flac won't build.
