Summary

In addition, when building the layout for the disc1.iso, dvd1.iso, and bootonly.iso, do not /usr/tests in the running on-disc userland.

Is this an indirect approval for D198?

Also, I think it'd be mildly interesting to leave /usr/tests in dvd1.iso; just an idea.
